1. Competition information
1.1 Competition Method: 

International open procedure.
Competition is open to professionals from all countries without restriction of any kind.
Procedures are always in two phases. A first phase of an economic and curricular tender and a second phase of project development.
The promoter of the competition will select five entries for design development in Phase 2.

1.2 Purpose and Subject of the Competition: 

Purpose
Inviting architects to submit conceptual design proposal for a new construction project of Luxury Housing development in Costa Brava.
This document is intended to establish the conditions that will govern all the bidding process.

Subject
The aim of the competition is to develop a luxury housing project for the Russian market. The main design requirements are explained in Downloads section.

1.3 Scope of services: 

This contest is to award the supply of the following services:

    3. Background: 

    Canet de Mar is a municipality located in the Maresme, in the province of Barcelona (Spain). Located 43 kilometers from Barcelona, between the municipalities of Arenys de Mar and San Pol de Mar.

    In recent years, the population has grown considerably with the expansion of real estate pressure beyond the limits of Barcelona, doubling its population in just over 10 years. The dominant industry in the town, for its seaside character, is tourism, together with the farm (floriculture and cultivation of strawberries), along with the textile industry. In Canet de Mar is the School of Engineering in knits, only center in Spain that offers this type of study.

    Canet de Mar was founded in the eleventh century as a small village and was then known as the Valley of Canet and Romaguera. The place name comes from the Latin Canet canna (cane), due to the materials that were full of reeds in El Maresme. From the eleventh century, Canet has been recognized as outstanding core cultural, artistic and social. Modernism also left his mark by Lluis Domenech i Montaner (1850-1923) with the house Roura, the house Domenech i Montaner, l’Ateneu Canetenc and reform the castle of Santa Florentina-fortified farmhouse restored in the nineteenth century. Do not downplay the nineteenth century buildings, and other contemporary Indian and colonial influence.

    In Canet you can find interesting modernist buildings Puig, Calvet and Domenech i Montaner, among others. Buildings of this period are the House Roure, the house Domenech i Montaner, and Ateneu Canetenc (Ateneo Canetense). Sculptors such as Josep Llimona, Carles and Eusebi Arnau Flotats have also left their mark on the town. Besides the influence modernist constructions also found as the Castillo de Santa Florentina (XI century), the church of Sant Pere de Canet (XVI century), or the Sanctuary of Divine Mercy (XIX century) - patron of El Maresme.

    5. Major Requirements
    5.1 Introduction: 

    The purpose of the contest is to make a concept design of a building of 10 front sea apartments in Canet de Mar for future Russian buyers.
    The winner, by contract, shall be awarded the Design development, Construction documents and Project Construction of the future project.

    The site of the competition is the union of two plots. In one of them is an existing building that is listed and requires maintain this facade due to existing planning.
    The total width of the facade of the two plots is about 26 meters, the site has a building depth of 16 meters and can build four storeys in total. (Ground floor + 3 upper floor)

    The project program is free but the developer has expressed some ideas about home living of future potential buyers:

    The homes would have to be equipped with large terraces overlooking the sea, as on many occasions they like dinner and eat on their own terraces.
    They like to share business experiences, which is why we have proposed some communal areas with certain luxuries and comforts.
    Homes must have three bedrooms and we should think about the possibility of having room service. At least two car parkings per household.
    Also there should be a large pool to sunbathe and relax. Architecture should be Mediterranean-style, because, as you will see in the contest, there is a prerequisite of mantaining
    the main facade of the existing building in one of the two plots.

    5.2 Attributes: 

    Privacy. It is important that housing be absolutely private, ie, they have a minimal relationship to the common areas of the building.

    Common Areas. Must be in ground floor, in roof area or in the architect chosen area to house the private club area for owners. The program in this area is a swimming pool, jacuzzi,
    sauna, lounge and bar. It’s the place where business owners talk and share their experiences.

    Parking. Every home should have a minimum of 2 parking spaces, which must be located in floors below ground level.

      The program has some freedom to new proposals to improve the current program.

    7. Competition Rules
    7.1 Virtual Space for the Competition (CVS):

    8. Elegibility
    8.1 Applicants: 

    Eligible: Architects

    Applicants are eligible to enter into this competition if they meet each and every eligibility requirement defined below:

    - A professional / company qualified in his/her native country to provide design and supervision services for a housing project of the design competition.
    - Design teams eligible for the competition shall have a team leader with the legal right to practise the profession of architect in his or her native country.

    Not Eligible: Affiliates

    The following persons are not eligible to enter the design competition:

    - Affiliates of the Organizer or Developer.

    8.2 Disqualifications: 

    Works which fall under any of the following will not be subject to review:

    - False statements in the Registration Form, Application Form for Verification of Eligibility or Certificate of Author.
    - Works not submitted by the due date for submission.
    - Works that are identical or similar to papers or design works that have already been published, or Works with respect to which it becomes evident that they infringe a third party’s copyright(s) or design right(s).
    - Other Works that do not comply with these application guidelines.

    Even after the winners are announced, the awards may be cancelled and the prizes may be asked to be returned.

    9. Copyrights and Handling of Works Submitted: 

    All material received by the competition organizers becomes their property, including reproduction rights. The intellectual property rights for each submission remain with the author(s) of the submission. Buildtonet reserves the right to publish, exhibit, or present the work submitted to this competition in any format.

    10. Applicants rights & obligations
    10.1 Obligations: 

    1. Register. Applicant is required to register with the site Buildtonet to participate in the contest.

    2. Payment. The applicant is required to make payment of the full price stipulated. The registration fee is indicated in this guidelines and is not refundable.

    3. Drawings and Documents to be Submitted by Applicants. In these rules is defined the minimum documentation that the applicant is required to submit as the phase 1 (longlist selection) as in phase 2 (short-list selection), within the period specified in the schedule. In the case that the applicant does not present the minimum information will be disqualified.

    4. Candidate selection for 2nd fase. The applicant selected for the second phase have to make a deposit of 1/6 of the amount of the winner prize contest. This deposit will be returned after the completion of the contest. This deposit is the guaranty of the company to present the documents required in the second phase of the competition. In the case that the applicant does not make the deposit in the scheduled time, he will be disqualified.

    5. Winner announcement. The applicant who wins the contest will be required to invoice to the developer the entire contest prize within 15 days of the announcement of the results of the competition.

    10.2 Rights: 

    1. If the contest is declared void, the applicant does not recover the amount paid as Buildtonet contest entry but Buildtonet will provide a voucher credits to participate for another contest.

    2. During the period defined in Attorney-Client_Professional_Services_Contract.pdf from the announcement of the winner of the contest, the winner agrees to not modify the price of the fees offered, provided that the developer did not modify any of the conditions. The price of the fee offered by the winner will be increased over time (updated annually) under the conditions set out in that appendix.

    3. If the contest is declared void in the second phase, the companies that have submitted the required documents will split equally the prize money after deduction of the B2N commission.

    All Drawings and Documents to be Submitted by Applicants must be submitted within the period specified in the Schedule. In the case that the applicant does not present theminimum information on time, he will be disqualified.

    Prizes
    12. Awards
    12.1 Winner: 

    The prize of the competition is the award of the project.
    Also there is an economical prize as an advanced payment of the total fee offered by the winner in the Stage 1 of the contest which will be paid as follows:

    9000 € Upon winning the Stage 2 of the contest, as an advanced payment of the total fee.

    At the end of the contest promoter will sign the contract of services with the winner (see Attorney-Client_Professional_Services_Contract.pdf in downloads section).

    The winner will invoice the total of the prize of the contest to the Promoter as advance payment of the total fee offered by the winner in the contest. At the same time, Buildtonet will make a charge of 5% of the total fee offered by the winner in stage 1 as a success fee for having achieved the client.

    Buildtonet will put the winning company in touch with the promoter of the competition to signing the contract terms of the services offered in the contest.

    12.2 Finalists: 

    Finalists will receive this reward:

    2nd finalist 1000 € Upon finalizing the Stage 2 of the contest.
    3rd finalist 500 € Upon finalizing the Stage 2 of the contest.

    It is made clear that only finalists presenting all the required documentation in the 2nd Stage within the established deadlines will receive the reward.

    13. Jury and Criteria awards
    Buildtonet is not involved in the selection process. The promoter of the competition is who decides which candidates are chosen for the second stage and who is the winning team. The promoter of the competition decides the award criteria defined below. These criterias guide applicants about how he will choose the candidates in each stage. This list of criteria will guide applicants to submit their offer as accurate as possible to the interests of the promoter. Designs will be assessed against the following criteria: quality of design, sustainability of design, inventiveness and fair, response to site and context, clarity of presentation, viability of the submission, and meeting the promoter’s aspirations. Applications will be evaluated based on three weighted criteria in each Stage. The criteria for award: most economically advantageous tender (MEAT)

    All participants will receive the finalists' evaluation, so participants will receive feedback from the developer and they will be able to self-assess in order to improve for the next
    competition.

    Scoring methodology

    - Unacceptable (0): nil or inadequate response. Fails to demonstrate an ability to meet the requirement.
    - Poor (1): response is partially relevant and poor. The response addresses some elements of the requirement but contains insufficient/limited detail or explanation to demonstrate how the requirement will be fulfilled.
    - Acceptable (2): response is relevant and acceptable. The response addresses a broad understanding of the requirement but may lack details on how the requirement will be fulfilled in certain areas.
    - Good (3): response is relevant and good. The response is sufficiently detailed to demonstrate a good understanding and provides details on how the requirements will be fulfilled.
    - Notable (4): response has called our attention. The response is very consistent with the project interests, becoming outstanding and candidate to be selected.
    - Excellent (5) response is completely relevant and excellent overall. The response is comprehensive, unambiguous and demonstrates a thorough understanding of the requirement and provides details of how the requirement will be met in full.

    Registered and logged in users can edit their application, submission details and upload drawings during the phase fixed in the competition schedule as many times they wanted.

    Any Question Forms that arrive after such time will not be responded to. Answers to the questions will be published here on the competition CVS.

    Answers to the questions supplement and amend these application guidelines and shall have the same effect as these application guidelines.
    Not all questions will be answered. Only the questions which the Developer deems necessary to answer will be answered.

    16. Questions and Answers: 

    We have to inform you that the deposit conditions have changed. In this contest there won't be any security deposit in order to access the second phase. We considered it is not necessary due to the size of the project. We apologize for the confusion we may have caused with the project contract.

    Once you have the documentation ready, you must send it through the website by accessing to Your Account where you will find enabled a new Second Phase field. There, you will find the instructions to upload and delivery your proposal documentation.

    All required documentation must be submitted before May 8th – 24.00 h (GMT +2:00) - Spanish Time

    We would like to remember you that there are three cash prizes for the contest second phase winners. A first prize of 9,000 €, a second prize of 1,000 € and a third prize of 500 €.

    The first prize winning team will also be awarded with the commissioning of the project by the promoter and this entails that this team will be responsible for the payment of the 5% Buildtonet fee over the proposed project fee which will be withdrawn from the economical prize at the time of the delivery.

    2ND PHASE QUESTIONS

    Here you will find the answers to all questions submitted by participants of the second competition phase:

    1. You set the maximum height of the building must be 13.5 meters. In case we choose to set the swimming pool in the terrace, its technical compartment is considered to be part of the maximum height of the building?
    Pool facilities or other additional facilities such as ventilation pipes could be above the height established in the mandatory regulations

    2. ¿The maximum depth of the building must be 16 meters?
    On the ground floor the building depth is 19.7 m but in the first, second and third floor it is 16 m.

    3. ¿All required documents are the ones posted on the website?
    Yes, but be careful. A part of the documents available on the website have an attached PDF file with more information.

    4. The project is developed near the sea. Do you have information about the water table? Is there any slope in the terrain?
    We can consider the site as a flat terrain and the water table is 2,00 meters below the ground floor.

    5. Regarding the parking access. ¿Could you specify if this access can be done from the rear façade or from the main one?
    Parking access must be done through the main facade, is the only possible access.

    6. In the Second Stage we have to submit Design Proposal, Company Credentials and Executive Summary. Design Proposal is the project with its documents. We would like to know in a more detailed way the contents of the Company Credentials and Executive Summary you ask to be submitted.
    We have prepared a new section in the website containing the detail of all the documentation required. You will find this new section in Your Account > Second Phase

    7. For the project we have two facades of the ancient building in DWG files, is only the one towards the sea to maintain or both? And if it is so, is the second facade, located on the north side of the plot, facing Carrer Costa de l'Hospital? Is Carrer Costa de l'Hospital the only driveway entrance that we have to consider for the proposal?
    Yes the façade towards the sea is the only one that must be maintained. This is the main façade and the only one suitable for driveway access.
    The second façade is not facing any street, it is an interior façade open towards a patio.

    8. Should we maintain the external door and window and the grating too?
    In the specific normative marks the facade is protected, therefore, the window and the bars are part of the facade.

    9. As for the common area: Could you give us further information about the square meters required? And what we have to supply for the fitness center and the Spa exactly?
    It gave the information necessary to makes a proposal.The program is quite open with the intention to receive diferents proposals.

    10. Could we use the ground floor to house apartments?
    Yes, the normative permit it. The program is quite open, you have some liberty to your proposal.

    11. We also would like to know further information about the material of the existing façade
    The facade material is a calcium mortar plastering.

    1ST PHASE QUESTIONS

    1. What Procedures and Specific projects must include the Consultancy Fee for the first phase?

    The Consultancy Fee (economical tender) must include:
    The role of the architect in the future is to develop both technical basic and executive projects and the construction management of the works.
    • We understand as Technical Basic Project , all the plans and technical information necessary to meet current regulations and to obtain the license for construction.
    • The Technical Executive Project includes as well specifical projects such as structural, telecommunications facilities and detailed measurements for comparison of construction prices.
    • The construction management of works includes weekly site visits to develop the project with the utmost rigor. In the event that the winner is located outside Spain without technical signing powers in Spain, the project budget should include the future collaborator fee.

    The procedures to obtain the works license from the Town Council must be included in the fee along with the procedures to obtain the activity license for the garage.

    The Consultancy Fee (economical tender) should not include:
    • Topographical and geotechnical survey
    • Fees for the technical surveyor and Health and Safety Coordinator
    • Safety and Health Project and Quality Control Project
    • Demolition Project and its Construction Management
    • Any urban type document which may be asked by the Town Council during the process
    • Measurements of the work assessed during the final design process

    1.¿Que tramitaciones y proyectos específicos debe incluir la Propuesta de Honorarios de la primera fase?

    La propuesta de honorarios debe incluir:
    La función del arquitecto en el futuro encargo es desarrollar un proyecto básico, ejecutivo y dirección de obra.
    • Entendiendo como proyecto básico todos los planos para cumplir la normativa actual para conseguir la licencia de obras.
    • El proyecto ejecutivo incluye los diversos proyectos específicos como proyecto de estructuras, instalaciones y telecomunicaciones y unas mediciones detalladas para poder hacer un comparativo de precios.
    • La dirección de obra incluye, visitas de obra semanalmente para poder desarrollar la ejecución del proyecto con el máximo rigor. En el caso de que el estudio ganador sea un estudio de otro país sin poderes de firma en proyectos de España deberá incluir el presupuesto del futuro colaborador.

    La tramitación de licencia deberá estar incluido en los honorarios junto con la licencia de actividades del garaje.

    La propuesta de honorarios no debe incluir:
    • Estudio topográfico y geotécnico
    • Aparejador y coordinador de Seguridad y Salud
    • Redacción del estudio de seguridad y salud y el control de calidad.
    • Proyecto de derribos así como su dirección de obras
    • Cualquier documento de tipo urbanístico que pueda solicitar el Ayuntamiento durante la tramitación
    • Mediciones valoradas de la obra durante el proceso de proyecto ejecutivo

    2. How could create a joint venture with another study to participate in the tender? Is it possible to create a new joint account for the two studies?

    Yes, you can establish a Temporary Consortium.

    Accessing to My account, on the second point you will find My temporary consortium, you must click on the button Create Temporary Consortium, you will asked to complete different fields and accept the conditions.
    Once completed this process, the program will automatically send an email to the company involved in this union to accept the conditions that your company has established.
    Once the Temporary Consortium is accepted by your partner, you will be able to enroll in the tender with a shared curriculum and expertise.

    In all cases it must be assigned a leader for the Temporary Consortium. The company responsible is the one which has made the payment of the registration and completed the fields for the Temporary Consortium, this company will be responsible for filling the different fields of phase 1 and deliver documentation in phase 2.

    2. ¿Cómo podría crear una unión temporal con otro estudio para presentarme al concurso? ¿Debería hacer una nueva cuenta conjunta para los dos estudios?

    Si, se puede establecer un Consorcio Temporal.

    Accediendo a My account, en el segundo punto aparece My temporary consortium, hay que hacer click en el botón de Create Temporary Consortium, completar los diferentes campos y aceptar las condiciones.
    Una vez realizado este proceso, el programa envía automáticamente un email a la compañía implicada en este Consorcio Temporal para que acepte las condiciones que su empresa ha redactado.
    Una vez aceptadas la unión por su socio ya es posible hacer la inscripción en el concurso con un curriculum y experiencia compartidos.

    En todos los casos hay una de las dos empresas que es la líder del Consorcio Temporal. Siendo la empresa que ha hecho el ingreso de la inscripción la encargada de rellenar los diferentes campos de la fase 1 y entregar la documentación en la fase 2.

    3. Does the project must include a lift for persons to access the different house levels or they will access only by stairs?

    The project must include elevators to access the different levels.

    3. ¿El proyecto debe contar con un ascensor para personas o el acceso a las viviendas será únicamente por escaleras?

    El proyecto deberá tener ascensores para poder acceder a las diferentes viviendas.

    4. In the Section 2.2 of the first phase of the competition what do you understand by "Relevant experience with similar projects" / "list up to five referenced projects".

    You must select a maximum of 5 works between the listed works in your company profile registered in Buildtonet. This selection will help the developer choosing the five finalists. The criteria of this selection is personal, those works can be similar to the project awarded in the tender or outstanding works.

    Yes, the facade that appears in the downloaded images with a safety net, corresponding to the building located at Plot No. 67 at Vall Street must be restored and integrated into the competition project. The inner façade is not protected.

    5. ¿La fachada del edificio protegido se deberá mantener y restaurar?

    Si, la fachada que aparece en las imágenes descargadas con una red de protección habrá que restaurarla e integrarla en el proyecto del concurso, es decir, el edificio situado en la parcela nº 67 de la calle Vall. Hay que tener en cuenta que la fachada interior no está protegida.

    6. Is it possible to locate the parking spaces in floors below the street level? How many floors below could be made? Which is the depth that could be build below the street level?

    You can build 100% of the plot in the basement. You can build as many floors as needed, always remembering that the height of the water table is located on the first basement.

    6. ¿Es posible emplazar las plazas de parking en plantas por debajo del nivel de la calle? ¿Cuántas plantas por debajo se podrían hacer? ¿Hasta que profundidad edificable se podría contar en plantas por debajo del nivel de la calle?

    Se puede construir el 100% de la parcela en planta sótano y se pueden bajar las plantas que sean necesarias. Siempre teniendo en cuenta que la cota de nivel freático se encuentra en la primera planta sótano.

    7. In which part of Buildtonet Website do we have to introduce the information required to participate in the Phase 1 of the tender? It is not clear where should we upload the information files.

    Once registered on the website and having completed the tender enrollment, you will find a new tab in My Account which will show your Active applications. In this tab you will find the link for the tender Luxury Housing Development in Costa Brava, and an Edit button beside it. Click on the Edit button and you will find the Applicant Company Form with three fields to be filled up:
    • Economical proposal (Consultancy Fee).
    • Firm background.
    • Executive summary.

    To fill these fields it is essential to have started a Company Profile and to have uploaded your most relevant projects in My Account area.

    7. ¿En qué parte de la Web Buildtonet tengo que introducir la información requerida para poder participar en la fase 1 del concurso?No está claro donde debo colgar un archivo de información.

    Una vez registrado en el portal y habiendo hecho la inscripción en el concurso, en la pestaña de My Account en el apartado Active Competitions Applications, aparecerá el concurso Luxury Housing Development in Costa Brava, a la derecha de este título, aparece el botón Edit. Haciendo click sobre el botón Edit, aparecerá el formulario Applicant Company donde se deben rellenar los tres campos requeridos para participar en la primera fase:
    • Economical proposal (Consultancy Fee).
    • Firm background.
    • Executive summary.

    Para rellenar estos campos es imprescindible haber creado un perfil de empresa y haber colgado los proyectos más destacados dentro de My account.

    8. What should I do to download the tender documents?

    Before registering to the tender you must download the contracts attached in section 4.3 Competition Contracts and read them carefully. There are two contracts: the contract between Buildtonet and the professional and the contract for formal commisioning between the professional and the property developer.

    Moreover, prior to the registration you must also read the Competition Guidelines that could be found in the section 4.1. Competition Guidelines.

    After reading the contracts and the Competition Guidelines, if you meet the basic requirements to participate, you can proceed with the registration and download the remaining technical documents which could be found in the section 4.2 Reference Materials.

    8. ¿Qué debo hacer para poder descargarme la documentación del concurso?

    Antes de hacer la inscripción en el concurso es necesario descargar los contratos adjuntos en el punto 4.3 Competition Contracts y leerlos detenidamente. En este apartado hay dos contratos: el contrato entre Buildtonet y el profesional y el contrato de petición de encargo entre el profesional y el promotor.

    Además, también es necesario leer las bases del concurso -Competition Guidelines-, que se encuentran disponibles para descarga en el apartado 4.1. Competition Guidelines.

    Una vez leídos los contratos y las bases del concurso, si se cumplen los requisitos para participar, se puede hacer la inscripción en el concurso y descargar el resto de documentos técnicos necesarios que se encuentran en el apartado 4.2 Reference Materials.

    9. According to the contract, B2N will issue an invoice for management expenses amounting 5% of budgeted Consultancy Fee for services (section 1.3) within 15 days after the winner is declared, this means that the architect will have to pay B2N before receiving their own fee? If so, what happens in the event that the project is not developed and architect receives only the prize?

    Buildtonet has the purpose of seeking private property developers worldwide; we are generating a global sales network, a function that generates considerable management costs.
    This management expenses fee, will be just paid by the firm that has won the competition, that is, the studio that has signed a contract with the developer and a firm commissioning request for the project.
    The winning architect will receive not only economic award, but will also have a firm commissioning request and signed contract with the property developer which binds this last to construct the project or to indemnify the architect for the works generated in case of cancellation of construction.

    9. Según el contrato, B2N emitirá la factura correspondiente a los gastos de gestión por un importe del 5% de la Propuesta de Honorarios –Consultancy Fee- presupuestada para los servicios (punto 1.3) dentro de los 15 días después de que se declare el ganador, lo que implica que el arquitecto tendrá que pagar a B2N antes de cobrar su propios honorarios? Si es así, ¿qué ocurre en el caso de que el proyecto no se realice y el arquitecto sólo reciba el premio?

    Si, así es.
    Buildtonet tiene la función de conseguir promotores privados en todo el mundo, estamos generando una red comercial a nivel global, una función que genera considerables costes de gestión.
    Este importe de gestión, sólo lo debe pagar el despacho que haya ganado el concurso, es decir, el estudio que haya firmado con el promotor un contrato y una petición firme de encargo del proyecto en cuestión.
    El arquitecto ganador no solamente recibirá el premio económico, sino que dispondrá de una petición firme de encargo y de un contrato con el promotor generador del concurso que obliga a este último a construir el proyecto o a indemnizar al arquitecto por los trabajos generados en caso de cancelar la construcción.

    10. In order to prepare the Consultancy Fee, is it possible that you provide an approximate budget of the building construction costs?

    The approximate Material Execution Budget (PEM) is 2,5 million euros.

    El Presupuesto Ejecución Material (PEM) aproximado es de 2,5 millones de euros.

    11. What is PEM?

    The PEM is the Material Execution Budget for the building and it is usually calculated according to some established minimum modules provided by the Official Association of Architects in each region. This approximate value is used to settle licensing and pre-construction rates and is the only official value that we can use to budget the construction costs of a building before having a firm budget provided by a builder.
    It is important to note that this value, provided by the Official Association of Architects, is often lower than the budget that we will subsequently receive by the builder to construct the building. For the purposes of this competition, it has been agreed with the property developer to establish an approximate PEM of 2.5 million euros.

    11. ¿Qué es el PEM?

    El PEM es el Presupuesto de Ejecución Material del edificio y se suele calcular de acuerdo con módulos mínimos establecidos por los Colegios Técnicos Oficiales de cada región. Este valor aproximado es el que se utiliza para liquidar licencias y tasas previas a la construcción y es el único valor oficial del que disponemos para presupuestar los costes de construcción de un edificio antes de disponer del presupuesto firme de un constructor.
    Hay que tener en cuenta que, muchas veces, el PEM proporcionado por los Colegios Oficiales es inferior al valor que posteriormente recibiremos del contratista para construir el edificio. A efectos de concurso, se ha acordado con el promotor un PEM aproximado de 2,5 millones de euros.

    12. Regarding the design of the building, should we refer to the Spanish construction law?

    Yes it is.
    But remember that only the five finalists will work on the preliminary design of the building and that those will have the necessary planning regulations which can be found in sections Graphic Information, Planning / Building Regulations and Program necessities.
    If there are specific concerns regarding applicable regulations, Buildtonet has established a period of questions and answers also during the second phase for our team to respond each of them.

    12. ¿Hablando de los niveles de diseño, debemos referirnos a las leyes de construcción españolas?

    Si, así es.
    Pero recordad que únicamente los cinco finalistas deberán trabajar en el diseño del anteproyecto y que dispondrán de la normativa urbanística necesaria que se encuentra en los apartados de Graphic information, Planning/Building regulations y Program Necessities.
    Si hay dudas concretas, respecto a normativa aplicable, se ha establecido un plazo de preguntas y respuestas también durante la segunda fase para que el equipo de Buildtonet pueda responder a cada una de ellas.

    13. How can you create a temporary group of professionals to participate in a specific contest?

    In the section My companies could will found the field Create Temporary Consortium, through this new field, it is possible to create joint ventures between two companies already registered in Buildtonet.
    These two companies should agree to appoint a leader among them which will be the company responsible for completing all the required fields in contest phase 1.
    The companies united under a Temporary Consortium will only pay one registration as they will participate as a single team.

    13. ¿Cómo se puede generar un grupo temporal de profesionales para participar en un concurso en concreto?

    En el apartado de My companies se encuentra el campo Create Temporary Consortium, a través de este nuevo campo podéis crear uniones temporales entre dos empresas ya registradas en Buildtonet.
    Estas dos empresas deberán acordar la designación de un lider entre ellas que será la empresa encargada de rellenar todos los apartados requeridos en la fase 1.
    Las empresas unidas bajo un Temporary Consortium solamente pagaran una inscripción ya que participaran como un único equipo.

    14. What do you mean by "building depth of 16 meters"?

    It means that the building must be placed between the façade line and an imaginary line placed 16 meters away from the street line.

    Significa que el edificio debe ser situado entre la línea de la fachada y una línea imaginaria ubicada a 16 metros de distancia de la calle.

    18. How to Submit the Works: 

    The Works should be electronically delivered by applicants through the CVS.

    Only those Works that arrive by the closing date defined in competiton schedule are valid. In case of delays for special reasons that are not attributable to the applicants, such as a natural disaster, the Works will be accepted for another seven (7) days after the original closing date.

    If the Works are severely damaged and are not suitable for review, applicants may be requested to submit their Works again.

    19. Drawings and Documents to be Submitted by Applicants
    19.1 Stage 1 (Long-list selection)
    In the first stage, applicants will have to submit all the information listed below:

    3. Executive Summary (Presentation letter): 

    The executive summary will be a description of why applicants firm should be short-listed to apply to Stage 2.
    The executive summary is your unique opportunity to convince the developer that your proposal provides the best value proposition and the best benefit.

    3.1 Company’s credibility
    Evaluate your capacity to accomplish the work. Differentiate your product or service – why should you win this work? Discuss your value proposition and advantage.

    3.2 Project comprehension. Understanding of the requirements
    Quality of analysis and demonstrated understanding of the project. Identification of special needs or considerations. Main design considerations.

    3.3 Design Approach / Methodology
    Proposed work methodologies and contact methodology. (team coordination, software, project organitzation,…) Innovation. New methods to achieve required results.

    3.4 International Expertise
    Previous international relevant experience both in the location of the project and elsewhere.

    19.2 Stage 2 (Short-list selection)

    The promoter of the contest will choose 5 firms and they will be contacted to confirm their interest and availability. If one or more of these firms is unable to respond, the next highest ranked firm on the list will be contacted, until 5 firms have been confirmed for the Stage 2.

    In the second stage, finalists will have to submit all the information listed below:

    (Two (2) external perspective drawing of the proposed project and two (2) internal perspective drawings. The drawings must include people and must be colored.
    Design explanation: The concept of the four (4) perspectives of the immediately preceding paragraph should be explained. A simple concept explanation should be
    given for each perspective. Conceptual diagrams may be used when necessary)

    2. Company Credentials (Prequalifications):

    The design competition, with its costs, will substantially benefit the project?

    There are 5 winner teams that will compete in the competition 2nd phase.
    The teams are presented alphabetically.

    We would like to thank all the teams for their participation in the contest.
    21. Backup Teams: 
    There are 6 backup teams that would compete, in case, any of the 5 winners, due to any adverse cause, could not submit the proposal.
    They are presented in order of score.

    After the failure of the competition, the winning projects will be published as well as the assessments made by the property developer, during the first and second phase of the competition.

    It will be then possible to compare your proposal with the winner, which we hope will be useful for future competitions.
